Updated Ratio Policy for Program Sponsors

The IOA has revised the current ratio policy to give sponsors more flexibility and the opportunity to train more apprentices.

The new policy, which goes into effect immediately, allows sponsors to expand their apprentice-to-journeyworker ratios to a maximum of three apprentices to one journeyworker.

  • For high-risk occupations, the maximum ratio may not exceed three apprentices to one journeyworker.
  • The same ratio flexibility applies to low-risk occupations. These programs can also request consideration of a ratio beyond three apprentices to one journeyworker, provided they can demonstrate the same safety and training standards required for all programs.

Ratio Policy Resources

While not required, any sponsor who is interested in adjusting their ratio should reach out to their assigned Apprenticeship Program Coordinator (APC) for support in making this revision and for any questions you may have regarding the new policy.
