SRC Ongoing Activities

Annual Legislative Reception. This breakfast event is held the first quarter of each year, during the time the Iowa legislature is in session. The reception offers a chance to thank legislators for their support and an opportunity to educate about the Vocational Rehabilitation (VR) federal-state partnership. SRC members also share with our legislators the return on their investment in VR.

Statewide Needs Assessment. The SRC, through VR, has established a mechanism to search out and obtain public feedback to consider as part of their requirement to complete a statewide needs assessment. This is accomplished through a contract with the Iowa Coalition for Integration and Employment. The Council will communicate the impact of VR policies and practices on competitive integrated employment for individuals with the most significant disabilities. The SRC is expanding outreach efforts to other organizations and individuals impacted by statewide employment services. This is to ensure broad input in the needs assessment process, as well as to establish long-term connections and relationships.

Consumer Satisfaction Surveys. The SRC and VR staff developed a Consumer Satisfaction Survey as mandated under federal regulations ยง361.29. The survey measures the employment outcomes achieved by eligible individuals receiving or are currently receiving VR services. First implemented in March 2008, both the Council and VR staff regularly review the survey data. Collaboration continues between the SRC and VR to further refine the Consumer Satisfaction Surveys. โ€‹

SRC Committees

The State Rehabilitation Council has two standing committees, the Outreach Committee and the VR Service Delivery Committee. All Council members serve on a standing committee. 

Outreach Committee

Responsible for planning and hosting the SRC Legislative reception in coordination with VR staff, review and submitting the SRC Annual Report and review of customer satisfaction data ensuring integration into state planning. 

Specific duties are:

  1. Create an informative legislative reception that produces support from legislators regarding VR services and initiatives, serves as an educational information session, and increases the visibility of service delivery efforts of VR.
    • Develop protocol for the reception to disseminate information and maintain the identity of the reception as an SRC activity.
    • Develop information that tells the story of VR specific to statewide and/or local districts.
  2. Complete SRC Annual Report to the Governor.
  3. Develop and coordinate distribution of job candidate satisfaction survey.
    • Review and recommend changes based upon the results of the satisfaction survey.
    • Identify strategies to improve satisfaction and program service experience through analysis of results.
  4. Increase SRC involvement and recruitment of new members who can leverage public support in advocating for persons with disabilities.
    • Implement conversations with external parties regarding VR involvement to include: community organizations, past recipients of services, business, Society for Human Resources Management (SHRM) representation, and other state/public workforce system partners.  

VR Service Delivery Committee

Responsible for review/discussion of statewide need areas that impact service delivery outcomes and service priorities, review and awareness of agency policies and procedures and providing guidance on identified areas of interest related to committee priorities.

Specific duties are:

  1. Review, provide recommendations and analyze information necessary for VR to complete a comprehensive needs assessment as required by the State Unified Plan.  
  2. Review proposals and make recommendations regarding agency policy issues.
    • Review and become knowledgeable of Agency Policy.
    • Review and understand quality control indicators reflecting program standards and compliance with federal and state regulations.
    • Recommend strategies to move beyond compliance and enhance quality from service delivery efforts.
  3. Continue to track and monitor progress of committee recommendations.
    • Section 511 (Career Counseling efforts);
    • TTW outreach for SSA beneficiaries;
    • Referral process (related to referral and application); and
    • Better definition of job candidate/counselor process to educate on what to expect. 
  4. Increase SRC involvement and recruitment of new members who can leverage public support in advocating for persons with disabilities.
