IOWA ADMINISTRATIVE REVIEW

On January 10, 2023, Governor Kim Reynolds issued Executive Order 10, which established a comprehensive review of all existing administrative rules. Iowa Workforce Development is required to review all its administrative rules by September 1, 2025.

This page will serve as a resource throughout the process, containing information on public hearings, rule reports, and related documents from IWD's review.

Following publication of a report of the review, IWD will rescind each chapter and repromulgate rules that are necessary to keep no later than December 31, 2025.

PUBLIC HEARINGS

Research and Information Services Division

IWD proposes to rescind 871 chapter 10 (Research and Information Services Division) and adopt a new chapter in lieu thereof. A regulatory analysis for this proposed rulemaking is expected to be published on May 1, 2024. A public hearing on the regulatory analysis will be held at IWD (1000 E. Grand Avenue, Des Moines).

  • Hearing Time: May 21, 2024, 8:30-9:30 a.m.

Hearings will convene no earlier than stated above, but may begin later, depending upon the length of earlier hearings. Written public comments will be accepted by 4:30 p.m. on May 21 and may be submitted to Rebecca Stonawski at Rebecca.stonawski@iwd.iowa.gov.

Employer Innovation Fund

IWD proposes to revise 871 Chapter 16 (Employer Innovation Fund) and remove outdated language.  A regulatory analysis for this proposed rulemaking is expected to be published on May 29, 2024. A public hearing on the regulatory analysis will be held at IWD (1000 E. Grand Avenue, Des Moines).

  • Hearing Time: June 18, 2024, 8:30-9:30 a.m.

New Employment Opportunities Fund

IWD proposes to repeal 871 Chapter 13 (New Employment  Opportunities Fund) and remove the entire chapter because the fund no longer exists. A regulatory analysis for this proposed rulemaking is expected to be published on May 29, 2024. A public hearing on the regulatory analysis will be held at IWD (1000 E. Grand Avenue, Des Moines).

  • Hearing Time: June 18, 2024, 11:00-11:30 a.m.

Hearings will convene no earlier than stated above, but may begin later, depending upon the length of earlier hearings. Written public comments will be accepted by 4:30 p.m. on May 21 and may be submitted to Rebecca Stonawski at Rebecca.stonawski@iwd.iowa.gov.

New Iowan Centers

IWD proposes to repeal 871 Chapter 14 (New Iowan Centers) and remove the entire chapter because the program no longer exists. A regulatory analysis for this proposed rulemaking is expected to be published on May 29, 2024. A public hearing on the regulatory analysis will be held at IWD (1000 E. Grand Avenue, Des Moines).
